The Dutch education system has an important feature that many parents appreciate: there is no tuition fee for primary school. This keeps education accessible to all children. However, that does not mean primary school is completely free for parents.
Voluntary Parental Contribution 👪
Most primary schools ask parents to make a voluntary parental contribution. On average, this amounts to around € 75 per year, though the amount can vary significantly by school and region. In extreme cases, some schools request up to € 1,500.
This contribution is used to fund activities like school trips, holiday celebrations, and other fun school events. The contribution is not mandatory. Children are always allowed to participate, regardless of whether the parents have paid.
Additional Costs to Consider
Aside from the parental contribution, there are other expenses that come with primary school. Here are the main additional expenses:
Midday Supervision (TSO) 🥪
Every primary school must ensure that children can stay at school during lunch breaks. This midday supervision (TSO) comes at a cost. The school determines the fee, often a few euros per day. The school’s participation council must approve the amount.
If the school uses a continuous schedule (where children stay at school during lunch), then there is no formal lunchtime supervision. In that case, parents do not pay for it. However, schools may still request a voluntary contribution.
After-School Care (BSO) 🛝
It is quite possible your child will need after-school care (BSO). Costs vary by childcare provider and depend on your situation and the number of days required. Each provider sets its own hourly rate. The government then covers part of the costs through childcare allowance. The amount of allowance depends on your income. Many BSO organisations offer handy tools to calculate your net costs.
School Supplies 💻
Some primary schools ask parents to buy basic supplies such as pens, notebooks, or craft materials. Children also need gym clothes and a lunchbox. If a child needs a laptop for school, the school must provide it (this falls under the voluntary parental contribution).

Who does not have a photo album full of old school pictures? They are a great memento of childhood. Many primary schools offer school photos or yearbooks each year. Costs are usually no more than a few tens of euros.
Excursions and Day Trips 🚌
As mentioned earlier with the voluntary parental contribution: children are always allowed to join excursions and trips, whether parents pay or not. However, schools may request an additional voluntary contribution per activity.

If you have a lower income, check if your local municipality offers support. Some cities provide compensation for school, sports, and hobbies for children. A good way to save money is by reusing supplies from one child for another or sharing items with other parents. It is cost-effective and sustainable.
